Billy GroomProject Manager, Impact Measurement & Management, Euclid Network

With a background in governance, policy analysis, and stakeholder engagement, Billy is passionate about using impact measurement to drive meaningful social change. Having worked in research, education, and policy across Europe, South America, and Africa, he believes in the power of data not just to measure impact but to tell the stories of people and communities striving for positive change.

Before joining Euclid Network, Billy contributed to democratic innovation projects, participatory budgeting research, and community integration initiatives, working with NGOs, academia, and policymakers to bridge the gap between research and real-world outcomes. His experience navigating complex governance networks has shaped his approach to designing practical, people-centred evaluation frameworks.

At Euclid Network, Billy manages EU-funded projects, collaborates with international consortia, and develops impact-driven strategies to support social enterprises and purpose-driven organisations in achieving their goals. He enjoys untangling complex problems, connecting ideas across disciplines, and finding innovative ways to make social impact measurable and meaningful.
